Job Description

The Accounting Specialist provides support for accounts payable and receivable; updating spreadsheets; posting transactions to a ledger; posting if property tax payments, and office administration duties. Essential Job Functions:
• Performs a variety of accounting functions, which includes: reconciling accounts; preparing accounting schedules; accounts receivable; processing payments; coding and entering information into a database; and performing related tasks
• Enters a variety of financial information for the Auditor/Treasurer Office, including analyzing, coding, and journalizing all financial activities
• Completes, tracks, and/or maintains a variety of records, logs, ledgers, and files; files documents as needed. Researches and resolves a variety of difficult problems independently through review of multiple records
• Assists the Auditor/Treasurer Office, participates in the preparation of property tax billing and subsequent collection
• Processes tax payments and ensures correct application of payment to parcels
• Interacts daily with members of the public, in person, by phone, or by email
• Aids in resolving citizen and customer issues
• Answers phone, oversees front counter, greets customers, and directs them to the appropriate person as needed

Minimum Qualifications:

ABOUT THE ROLE: Under the supervision of the Treasurer; Performs professional level accounting duties, financial analysis, and reporting activities in support of the county’s integrated financial system in accordance with federal and state guidelines, rules, policies, and procedures. CANDIDATE REQUIREMENTS:

PRIMARY JOB DUTIES:
1. Perform daily bank reconciliations and balance all bank accounts. Prepare journal entries as needed.
2. Monitor the general ledger reconciliation process, review corrections made, and review corrective journal entries.
3. Review and serve as backup for month-end processing.
4. Maintain and assist in developing financial reports to accurately reflect financial status of the county.
5. Perform reconciliations within the accounting system. Provide accounting interpretation and analyses to support the financial decisions of the county.
6. Work with the Treasurer to train and coordinate the work of clerical and technical employees engaged in accounting activities.
7. Assist in budget preparation including estimates of expenditures, capital improvement projects, analyze projected cash balances and projects to ensure proper allocation of budget.
8. Assist with the calculation of mill levies.
9. Allocate and verify the recording of revenue and expenditures to the correct funds according to county policies and procedures. Such as Burleigh County Payroll, BCBS entries, and other miscellaneous EFT files.
10. Responsible for the preparation and verification of the year-end fixed assets and inventory process.
11. Receipt, count, and balance money, prepare deposits. Check invoices and billings for coding and validity.
12. Review and prepare financial statements, cost reports, cash balances and other information and make recommendations concerning the financial standing of the county. Assist department heads using accounting information to arrive at policy decisions based on professional interpretation of the data.
13. Responsible for any bankruptcy documentation that comes into the Treasurer’s office.
14. Perform other duties as required or assigned.

Job Description

ABOUT THE ROLE:
Under the supervision of the County Administrator and in alignment with the ND Century Code 37-17.1, the Emergency Manager is responsible for organizing and managing the County Emergency Management program. The role focuses on reducing vulnerability of people and communities to damage, injury, loss of life, and property from natural, manmade, technological, or adversarial emergencies and disasters. The Emergency Manager maintains lead coordination and assures the state of readiness of the Emergency Operations Center (EOC).

The position demands strong multi-tasking abilities in a dynamic environment, proficiency with Microsoft Office tools (Excel for budget tracking, grant management, and data analysis; Word for plan development, maintenance, and reporting; Teams for internal/external collaboration and meetings), Adobe software for document creation and management, and excellent public information skills for clear, timely, and effective communication with stakeholders, the pubic and County Administration.

PRIMARY JOB DUTIES:
1. Organizes and manages the County Office of Emergency Management to maintain a comprehensive all-hazards Emergency Operations Plan to include preparedness, planning, response, recovery, and mitigation consistent with ND Century Code and state/federal guidelines.
2. Maintain a FEMA-approved Multi-Hazard Mitigation Plan, review Plan every five (5) years for formal approval, to reduce long-term risks for hazards.
3. Submits Emergency Management Performance Grant (EMPG) application to the ND Department of Emergency Services, including budgets and work plans; completes required work prescribed in the Work Plan, and submits quarterly progress reports and reimbursement with supporting documentation. Strong Excel proficiency is essential for budget development and tracking.
4. Maintain a Three-Year integrated Preparedness Plan per ND Department of Emergency Services and FEMA National Training Program guidelines; completes required training and exercises.
5. Provides lead support for the Local Emergency Planning Committee (LEPC) under SARA Title II, engaging stakeholders (fire, law, emergency medical services, public works, volunteers, and other whole community stakeholders) in maintenance and annual review of the Hazardous Materials Response Plan; reviews Tier II information and submits annual Section 304 notice.
6. Promotes emergency preparedness through awareness and education programs, monitors community needs, conducts training for officials and citizens, and completes required reports for ND Department of Emergency Services and FEMA. Employs clear, professional communications to diverse audiences.
7. Serves a liaison for County officials; coordinates services with staff and departments; prepares and submits reports; and represents the department in meetings with local officials, community leaders, state agencies, and the public. Strong multiple-tasking and communication skills are critical for managing multiple priorities and providing concise updates to County Administration and stakeholders.
8. Maintains 24/7 readiness of the Emergency Operations Center (EOC), including staffing equipment, supplies, and procedures. Activates and manages the EOC as needed; maintains resource lists and oversees activities during emergencies.
9. In coordination with incident/Unified Command, conducts initial assessments, notifies ND Department of Emergency Services via WebEOC when emergencies are imminent or occurring, and submits timely situation reports. Ensures local agencies are notified and briefed.
10. Manages grants, including research, application assistance, and disaster reimbursements; maintains records for audits per state and federal requirements. Utilizes Microsoft Excel, Word, and Adobe for accurate documentation and reporting.
11. Performs other duties as assigned and required.

QUALIFICATIONS:
1. Bachelor’s degree in Emergency Management, Public or Business Administration, or related field; and three (3) to five (5) years of direct Emergency Management program coordination experience or an equivalent combination of education and experience.
• While operational emergency response experience (e.g. fire, law enforcement, EMS) is beneficial for understanding on-scene needs, it is not a substitute for demonstrated experience in comprehensive emergency management program development and administration.
2. Must be a National or State Certified Emergency Manager or have the ability to obtain Sate Certification within three (3) years of employment.
3. Thorough knowledge of County policies, local, state (including ND Century Code 37-17-1), and federal laws, ordinances, statues, and regulations governing emergency management.
4. Demonstrated experience preparing and administering budgets and grants, managing personnel, and researching methods/procedures.
5. Strong proficiency in Microsoft Office Suite, particularly Excel (budgeting, data analysis, tracking), Word (document and plan development), and Teams (collaboration, meetings, coordination); proficiency with Adobe software for PDF/document management and creation.

GENERAL DESCRIPTION OF POSITION:

The Property Appraiser position has the responsibility for carrying out the duties associated with the Director of Tax Equalization Office. Those duties include assessment of land and buildings to determine correct valuations.

3. SUPERVISION RECEIVED/EXERCISED:

The Property Appraiser is supervised by the Director of Tax Equalization and does not supervise others.

4. POSITION QUALIFICATIONS

High School diploma or GED
Associate’s degree or two (2) years of technical trade school with course work in business, cost estimating, have some knowledge in construction trades, and/or an equivalent combination of education and experience preferred.
Must possess excellent communication and people skills.
Must obtain a current North Dakota Class I Assessors Certification within three (3) years of hiring.
The ability to read land descriptions and to locate a property from a map; ability to understand and work from building plans and blueprints.
Ability to learn specific knowledge of the laws, regulations, policies, rules and procedures governing the conduct of the Department of Tax Equalization and counties.
Must have the ability to learn and effectively use the County’s computer software, organize assigned work and perform work productively, learn and effectively use new methods, procedures, and technologies in carrying out the functions of the position.

This position generally works Monday – Friday during daylight hours and divides working time between working in the office, primarily at a desk and computer or outdoors assessing properties.

Conducts community policing activities to help prevent crime, reduce fear of crime, and improve community relations; talks with business owners and other people in assigned areas, listens to concerns, and offers suggestions to improve safety and security
Completes detailed reports and required technical paperwork
Maintains patrol vehicles and equipment in clean and effective operating order
May present education and information programs through community and school awareness projects; teaches and counsels residents on law enforcement activities, programs, and referral resources
Maintains the integrity, professionalism, and ethical standards of the Sheriff’s Office by assuring that all rules and regulations are followed
Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.


Typical Qualifications:
High School Diploma or GED equivalent AND one (1) year of satisfactory work experience; OR an equivalent combination of education, training, and experience
Must pass and maintain license requirements set by the North Dakota Peace Officer Standards and Training Board
Must possess a valid North Dakota Driver’s License or equivalent
Must pass a thorough background check and pre-employment drug and alcohol screening
Technical certifications in CPR, First Aid, and specialized equipment are required

Work is performed in both internal and external environments with exposure to inclement weather and varying temperatures; may be subject to physical harm such as dangerous vehicles, gunshots, and physical attacks; may be exposed to hazardous chemicals, drugs, and infectious diseases

The Vector Control Crew Leader coordinates the day-to-day activities of Williams County Vector Control field operations and seasonal staff.
Examples of Duties:
The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position. Performs all tasks associated with mosquito surveillance and eradication, including trap maintenance/monitoring, specimen collection/processing in field and laboratory environments, and conducting spray missions
Leads daily Vector Control field and basic lab operations, incorporating fundamental Integrated Pest Management procedures ensuring continued compliance, efficiency, and safety
Coordinates and participates in the handling, mixing, and application of pesticides- enforcing all applicable laws, and safety regulations
Coordinates daily work of seasonal staff; provides training and monitors work performance
Conducts a variety of basic laboratory tests and interprets/reports results in a timely manner
Completes and maintains thorough reports, records, and documents
Maintains up-to-date knowledge of Vector Control regulations, methodology, pesticide labels, and equipment
Performs regular maintenance and calibration of equipment
Maintains a working relationship with pilots, vendors, and public and private agencies
Oversees Vector Control activities in the absence of the Vector Control Director

Typical Qualifications:
High School diploma or GED equivalent; AND one (1) year of pest control experience
Prefer at least one (1) year experience managing or supervising staff
Must possess a valid North Dakota Driver’s License, or equivalent
Must possess or acquire a North Dakota Commercial / Governmental Pesticide Applicators Certification within three (3) months of start date
Successful applicants must pass a background check and a pre-employment drug and alcohol screening


Work is performed in a variety of settings, including office, laboratory, and outdoor environments. Exposure to extreme temperatures may occur.

Job Description

ABOUT THE ROLE:
Under supervision of the County Road Superintendent and County Engineer, is responsible for performing general labor-type duties, hand and power tool operation, and intermediate level truck and equipment operation on various road and bridge projects.

DUTIES & RESPONSBILITIES:
1. Participates with other maintenance personnel to perform general labor duties using hand tools including but not limited to: shovels, rakes, posts hole diggers, brooms, scrapers, etc. for use in shop and grounds maintenance, asphalt patching, preparing culvert beds, snow removal, etc.
2. Places traffic control signs and devices, assists traffic through work zones as required.
3. Operates jackhammers, air compressors, mechanical tampers, power saws, hydraulic drivers and similar equipment.
4. Operates semis and dump trucks hauling maintenance material and drive trucks in plowing snow and spreading traction material.
5. Operates a wide variety of heavy equipment to a varying degree of difficulty, including but not limited to the following: motor graders, front end loaders, bulldozers, scrapers, backhoes, rollers, mowers, trucks of all types, asphalt related equipment and other equipment associated with road and bridge maintenance.
6. Performs related work as required including minimal routine repair and maintenance of vehicles, buildings, and grounds as required.
7. Occasionally serves as a temporary crew leader on small projects as assigned by supervisor.
8. Generates detailed daily timecards, material and work reports.
9. Performs other duties as required.

ACCOUNTABILITIES:
1. Observe established safety practices and procedures when working with tools and equipment.
2. Ensure equipment is in good operating condition by adjusting and performing routine maintenance as operating results and conditions require.
3. Create a positive and productive work atmosphere by communicating and maintaining a professional manner with supervisors, employees, and the public.
4. Prepare daily work reports and record equipment maintenance activities.

QUALIFICATIONS:
- High School Diploma or General Equivalency Diploma (GED). Must have the ability to read and write.
- Requires a valid North Dakota Class A driver’s license non-air restricted and with a tanker endorsement.
- Two (2) or more years of experience in the operation of various types of heavy equipment, truck driving and maintenance duties of highway and road projects are preferred.
- Candidates must successfully complete a standard background and criminal record check along with an alcohol and controlled substance test and physical exam. Costs associated with these exams will be paid for by the County
Must live within an approximate 60-minutes response time to the assigned shop.

KNOWLEDGE, SKILLS & ABILITIES:
- Applicant must have knowledge of preventive maintenance procedures, safe handling procedures with knowledge of industrial and traffic safety procedures, and knowledge of landowner rights and protection rights of private property.
