Washington, DC  | The NG9-1-1 Institute has honored NDACo Next Generation 9-1-1 Program Manager Jason Horning as the 2025 Government Leader of the year.

Jason’s industry successes include establishing interconnection of ESINets between North Dakota, Minnesota, South Dakota and writing the NG9-1-1 Playbook for others to use. He has also been an active contributor to Industry Collaboration Events (ICE) as vice chair of various events and chair of standards committees such as NG9-1-1 Task Force Technical Committee at Texas A&M, NENA's Data Structure Sub-Committee, and Co-chair FGDC Standards.

Jason has also collaborated to author other documents and papers that the industry relies on to continue the advancement of NG9-1-1 nationwide, including the NASNA working group that filed the NASNA 21-479 Facilitating NG9-1-1 petition.

“Kathy Kottenbrock (NDACo 9-1-1 Project Manager) and I couldn’t do what we do without the trust and confidence of our membership,” Horning said. “I appreciate everyone’s help to build and maintain positive relationships with the counties.”

Senator Amy Klobuchar (D-MN), Representative Gabe Evans (R-CO), and FCC Chairman Brendan Carr were the featured speakers for the awards event. The NG9-1-1 Institute is a national not-for-profit organization that works with the Congressional NextGen 9-1-1 Caucus to promote deployment of advanced and effective 9-1-1 and Next Generation 9-1-1 services throughout the nation.
