Job Description
The Facilities Director is responsible for planning, directing, and monitoring the activities and operations of all of the McKenzie County buildings; including grounds maintenance, facility constructions, and facility repair or renovation. This position is located in Watford City, ND and scheduled for Monday – Friday, and reports directly to the Board of County Commissioners. Level and salary commensurate with experience.Essential Job Functions
•Directs all planning, program development, budget development and control, employee training and development, procedure and policy development for consideration of the Board of County Commissioners and provides direction and leadership for the Department
•Directs the formulation and administration of Department goals and objectives consistent with the overall County plans. Establishes and implements Department policies and procedures involving all operations to support goals and objectives, to address the Department’s overall efficiency and effectiveness and to maintain all operations incompliance with Federal, State, and other regulations, guidelines, standards, etc.
•Directs and manages the activities of the Building & Grounds Department internally and with other Departments and municipalities
•Develops and maintains effective relationships with McKenzie County elected officials, Department Heads, other local governmental managers and officials, and the public at large
•Identify and prioritize project needs, establish project completion time-lines, and provides direction for the use of available staff on maintenance and development of all McKenzie County buildings
•Confer with and make recommendations to contractors, architects, engineers, developers, consultants, and the general public
•Procures and maintains security systems including cameras, keycard entry systems, locks, fire safety systems, etc.
•Understands and complies with all law enforcement and DOC regulations in regards to buildings and security, ensuring yearly inspections are successful
•Arranges any additional needs for buildings and common areas for disease prevention
•Other duties as assigned for business needs
Minimum Qualifications
•Bachelor’s Degree in Construction or related field
•10 years’ experience in high level management in a related position
•High School Diploma or GED
•Proficient with MS Office programs including Word, Excel and Outlook
•Valid driver’s license
•Excellent communication and interpersonal skills
•Must be able to report to Watford City, ND daily at required schedule time

Job Description

Job Description
The primary objective of the Assistant County Engineer is to apply knowledge of civil engineering principles and practices to Public Works within McKenzie County. Supervises the activities of the Road & Bridge Tech, Engineer I and II, and Engineer Inters in the planning, designing, and inspecting of County road projects.
Oversees Construction including onsite inspection as needed to identify and address deficiencies in contractor operations and address inspection staff questions and or concerns.
Manages the allocation of material and manpower resources to various projects, setting priorities to deal with emergencies and unanticipated needs, and coordination maintenance and repair activities with other public and private agencies.
Assists in directing operations to achieve goals within budgeted funds and available personnel by managing various operations and activities; plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is completed in a safe, efficient, and timely manner.
Prepares presentations and communicates with County Commissioners at public meetings to update and inform the public and elected officials regarding project issues, resolutions and solutions.
Directs the development, preparation, review, and administration of plans, specifications, and estimates for contracted or County force construction and/or maintenance projects, monitors progress reports; construction engineering; approves change orders; process pay requests; approves final acceptance.
Establish, implement, and direct County Engineering staff to develop and perform County in-house project design program.
Directs the selection process for Professional Engineering Design Consultant selection for County design and construction including request for proposals, proposal review, interview selection, contract scoping, and contract negotiation for Board of Commission approval.
Works with County Road Department to provide technical assistance regarding Engineering issues during development and construction of County workforce projects
Provide real-time, on the spot advise for construction and maintenance issues, including geotechnical, design, and constructability
Other duties as assigned for business need
Minimum Qualifications
Bachelor's Degree in Civil Engineering or a related field with an emphasis on Public Works infrastructure
5 years' experience in Civil Engineering Project Management
2 years of organizational and departmental staff management and supervision
ND Professional Engineer (PE) Registration or if other state registration, the ability to obtain ND PE within 6 months through Endorsement
Valid Driver's License
Proficient in Microsoft Office Suite
Effective communication skills, both written and verbal

ABOUT THE ROLE:Under supervision of the Burleigh County Sheriff, is responsible for inmates within the Detention Center, the protection of life and property, and to perform routine tasks in accordance with North Dakota law, rules and regulations established by the Attorney General of North Dakota and Burleigh Morton County Detention Center policies.
QUALIFICATIONS:

SHIFT SCHEDULE:
This position is a shift work position. Every other weekend off, twelve-hour shifts with one-month rotations alternating between night shift and day shifts. Officers work a long week then a short week with this repeating. Long weeks are working Monday, Tuesday, Friday, Saturday, and Sunday. Short weeks are just Wednesday and Thursday. Officers only work approximately 14 days per month.
OTHER REQUIREMENTS:
1. Must successfully complete standard background and a criminal record check along with physical and psychological exams. Costs associated with these exams will be paid for by the county.
2. Applicant must have the abilities to perform the essential functions, with or without accommodation which may include but not limited to: lifting, extended walking, carrying and dragging objects, climbing up to and down from elevated surfaces, climbing through openings, jumping over obstacles and using body force to gain entry.

RESPONSIBILITIES:
• Responsible for the protection, life and property of inmates within the Detention Center.
• Process and release inmates, determine the appropriate classification of inmates; assess and respond to the needs of special populations. Conduct visual and audio surveillance of Detention Center.
• Gather information in criminal and administrative investigations by interviewing and obtaining statements of victims, witnesses and/or suspects. Prepare investigative reports and determine probable cause to recommend disciplinary action.
• Perform searches of people; this may include inspecting unclothed inmates, which may include exposure to bodily fluids and wastes. Perform searches of inmate correspondence items, and objects capable of concealment. Detect and collect evidence.
• Pursue fleeing inmates, perform rescue operations, and effectively restrain an inmate with restraints, forcibly if necessary.
• Transport and escort prisoners, detainees and committed mental patients, using appropriate restraints.
• Perform other duties as assigned which may include but not limited to, preparing and serving food, inspection of doors and windows to ensure security, and working rotating shifts.
